PATH is seeking a consultant to assist with implementation of PATH activities for the Access and Delivery Partnership project. The work will include administrative to technical activities and the consultant will play a key role in keeping project activities moving forward before, during and between country visits from four PATH technical staff based in Seattle.

Brief Background:
The Access and Delivery Partnership (ADP) is a five-year (2013 – 2017) project, established to help low and middle income countries (LMICs) expand their capacity to access and introduce new health technologies for TB, malaria and NTDs, as these technologies become available. Led and coordinated by UNDP, the project is a unique partnership that seeks to leverage the expertise within each organization to provide the full range of technical skills necessary to strengthen capacity in LMICs. Partners include the Special Programme for Research and Training in Tropical Diseases (WHO/TDR) based at the World Health Organization, and PATH.

The Partnership has identified a number of intervention points along the value chain that have critical impact on access and delivery of new health technologies, including the development of a conducive policy and legal environment, effective disease control and drug regulatory systems, sustainable financing for public health innovation and procurement of health technologies, as well as a proficient procurement and supply chain management. Project activities are thus aimed at delivering 5 key outputs as follows:

Output 1 (UNDP): Coherent policy and legal frameworks for expedited access and delivery of new health technologies.

Output 2 (WHO): Enhanced capacity for evaluation of epidemiological studies to identify country specific needs for new health technologies.

Output 3 (WHO): Strengthened health sector capacity for monitoring of Phase IV clinical trials of new health technologies.

Output 4 (PATH): Improved capacity to ensure sustainable financing for new health technologies and developed capacity for commercialization of health technologies to ensure appropriate pricing and adequate supply.

Output 5 (PATH): Enhanced capacity in supply chain and delivery systems.

The Major Activities of Output 4 (2014):

    Assess the current health technology introduction processes, identify gaps, and create a road map for establishing and scaling up a health technology assessment mechanism through international/regional collaboration.
    Analyse the current resource allocation for priority disease areas and support health financing strategy process.
    Assess Tanzanian pharmaceutical industry capacity to understand product portfolios suitable for local production and competitiveness in the global market place.

The Major Activities of Output 5 (2014):
    Conduct a capacity assessment of planning, procurement and distribution for new technologies.
    Roadmap what quantification capacity building has been performed or is planned by other organizations and identify gaps.
    Develop training materials and tools for quantification of new technologies.
    Capacity building for strengthening of procurement planning process based on findings from the May 2014 assessment. This may include workshops or process tools.
    Provide input and tools to support supply chain considerations in health technology assessment under output 4.

The Scope of work for the consultant

    Serve as the focal point of contact and represent PATH's activities for ADP in Tanzania.
    Identify and engage key stakeholders relevant for project activities in collaboration with PATH Technical staff.
    Provide assistance to assessments that PATH Technical staff performs, including providing inputs/insights to assessment tools, collecting in-country information, attending or conducting stakeholder interviews with or on behalf of PATH Technical staff.
    Attend meetings and workshops with or on behalf of PATH and its Technical staff.
    Support project team in development of activity work plans in collaboration with key stakeholders by providing local context.
    Project coordination: Closely liaise with key stakeholders for follow up on completion of project activities; identify roadblocks to project activities, if any; provide feedback to project team in a timely manner, and collaborate to troubleshoot and address issues.
    Provide assistance with logistics arrangements for workshops such as setting up meetings between Stakeholders and PATH Technical staff (Stakeholders include government, NGO and donor communities).
    Facilitate discussions and enhance project activities by providing insights from local context and translation between English and Swahili if required.
    Engage with UNDP Tanzania office, as required.

60% LOE up to the end of 2014. Contract to be renewed depending on performance and scale up of project activities. LOE may also increase based on project activities.

Travels within Tanzania may be required.

The Required Skills:

    Deep understanding of health systems in Tanzania
    Knowledge of health technologies / commodities for Malaria, TB and Neglected Tropical Diseases.
    Fluent in Swahili and English
    4 year degree
    Competent in Microsoft Office applications

The Required Experience

    7-10 years working in the health sector (Government, NGO or Donor agency experience preferred).
    Experience working with the Ministry of Health and other key stakeholders to this project.
Must have legal authorization to work in Tanzania.

Brief Job Background:
The Eastern African Coastal Forests (Kenya, Tanzania and Mozambique) have been recognized as a distinct Global Hotspot for the Conservation of Biodiversity on account of high levels of both endemism (plants and several animal taxes) and species richness, both within and between the many constituent small forest patches. This fragmentation into many (>100) distinctive (in terms of substrate, moisture and so diversity) patches, averaging <500 ha compounds the conservation challenge for this region. The lack of timber, distance from tourism routes, and limited water catchment function, prevents the use of most existing PES mechanisms (although carbon via REDD does offer some opportunity). Forest patches support soil development and hence there is conversion pressure to cultivate forest soils instead of the sandy low clay and low fertility soils elsewhere in the coastal area.

Government and WWF in the region have prioritized the Coastal Forest Eco-Region, developed an approved Conservation Strategy at national levels, and created a functional Coastal Forest Task Force to oversee the Strategy. GEF supports this Conservation Strategy in Kenya (PIMS) and has funded the development of this FSP, covering both mainland Tanzania and Zanzibar (note they have totally different forest institutions with separate and different legal frameworks).Coastal closed forest patches are surrounded by a matrix of different woodland, wooded grassland and cultivation areas. Woodlands (eastern dry miombo / coastal savanna) have valuable timber trees which led to massive external logging pressure earlier this decade. This problem led to strengthening forest management, and especially local community involvement through Participatory Forest Management (PFM). Woodlands offer connectivity and buffer zone functions within forest landscapes. Historically Coastal Forests with little or no timber or water values have been low priority for government investment, and reserve management, which was transferred to district mandates in the 1970's is grossly underfunded and understaffed. Despite the large number of reserves, several large forest patches with important biodiversity values remain unprotected. This project works with Government, largely through the forest sector, WWF and other NGOs; to strengthen overall conservation and management of the Coastal Forests of Tanzania, focusing on both Zanzibar and three priority landscapes in south-eastern Tanzania. The project is designed to run for four years through National Execution Modalities, with government sub-contracting WWF to undertake some specific functions. The project will increase the extent of Protected Areas, upgrade key areas to higher status and seek innovative funding mechanisms for the Hot-Spot. Carbon offers some opportunity for such funding
 
Major Duties and Responsibilities:
    To review the results that measure the impacts achieved by project implementation;
    To promote learning, feedback and knowledge sharing through results and lessons learned among partners. The evaluation will identify lessons of operational and technical relevance for future project formulation and implementation in the country.
    Judging from the results of the project, point out any, gaps and challenges that need to be addressed to achieve the extension of Coastal Forest PA Subsystem in the country and the possible initiative to manage coastal forest sustainably in the future.

Skills and Competencies
Functional Competencies for the International Consultant (Team Leader):

    An effective evaluation manager with demonstrated experience in conducting international development evaluations preferably at team leader role;
    Demonstrated strong knowledge of Monitoring and Evaluation methods for development projects; knowledge of UNDP's results-based management orientation and practices;
    Broad knowledge of Forest Conservation in Africa (particularly Eastern or Southern Africa), especially on community based forest management approaches, and the best ways to improve livelihoods from these approaches

Brief Background
As one of the original eight pilot countries for the UN Reform initiative Delivering as One, Tanzania is a global leader in advancing reforms of the UN system, with a view to support accelerated harmonization in implementation practices, coherence in programming, and alignment with national systems, intended to produce a reduction in transaction costs and enhanced development impact.
Deepening reform will require new and even more innovative ways for the UN agencies to work together.
