Project HOPE seeks qualified candidates for the position of Monitoring and Evaluation (M&E) Manager for the NCD program in South Africa.

The Position Summary:
The M&E Manager will develop and implement country- and award-specific monitoring and evaluation strategies, frameworks and tools that will ensure accurate and timely information and feedback to project stakeholders. With the program team, you will plan for and conduct data quality assurance and monitoring activities and will be responsible for providing the team with standard and ad hoc reports for both internal and external use.

Specific Duties and Responsibilities:
    Develop and implement country- and award-specific monitoring and evaluation strategies and frameworks
    Ensure that strategies and frameworks are coordinated at all levels, making certain that technical work plans and monitoring and evaluation plans are integrated
    Oversee database setup and management
    Work with project teams to design & implement data collection tools and forms
    Develop data collection procedures and ensure compliance with such procedures
    Train staff responsible for data collection and other key staff as required
    Supervise data collection staff, overseeing data collection activities and regularly monitoring data quality
    Oversee data processing including data transfer, entry, verification and cleaning
    Develop the ability of key decision makers to communicate and manage information effectively and to access data that facilitates efficient decision-making
    Conduct qualitative and quantitative data analysis
    Compile and present data for reporting of program progress and impact to both internal and external stakeholders
    Capture lessons learned and best practices, documentation and dissemination of information, assisting developing presentations, abstracts, articles, etc.
    Mentor and build the capacity of the junior M&E staff
    Perform other duties as assigned by the Country Director.

Minimum Skills And Qualifications:
    Master’s degree in public health, demography, statistics, or social sciences plus a minimum of 5 years’ experience in monitoring and evaluation of health and/or programs and interventions
    Demonstrated experience using data to inform decision making, communication, planning, resource allocation and other strategic initiatives
    Demonstrated understanding of and familiarity with a range of applied research and monitoring and evaluation approaches including health information and data management systems
    Good working knowledge of descriptive, inferential and advanced statistics
    Demonstrated ability to communicate technical information clearly and effectively to both technical and non-technical colleagues
    Strong skills in MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS)
    Basic SQL programming skills
    The ability to work well with and motivate others
    Fluency in English, including speaking, writing, and reading

Habitat for Humanity International is seeking a professional and seasoned finance professional to fill the role of Regional Finance Manager for the Europe, Middle East and Africa region. The position is based at our office in Pretoria, South Africa and travels up to 40% within the region.

Our Area Finance team provides the financial management and oversight for our Europe, Middle East, and Africa (EMEA) area’s assets and resources in 20+ countries throughout the area. As a member of our Regional Finance team, you’ll work directly with the Grants Manager to assist the Programs and/or Resource Development department in the development and design of grant proposals, you’ll partner with the Internal Controls Manager to provide valuable feedback to support and develop local programs, and you’ll coordinate with key departments to ensure the financial and statistical reports reflect the most accurate and reliable information possible. Key areas of responsibility:
Financial Management and Technical Oversight
Monitor and ensure all Habitat for Humanity International Branch/NO financial operations are carried out according to Habitat for Humanity International policies/procedures in addition to International Accounting Standards (GAAP, IFRS) and within local laws
Audits (External and Internal)
Coordinate the planning, preparation and completion of Habitat for Humanity International Branch Audits in line with Habitat for Humanity International external audit policy whilst ensuring all timelines met
Financial Planning and Budgeting
Support EMEA Area Office Programs Department in the development of Branch/National Organization annual plans and budgets
International Transfers
Review, approve, track and report International monetary transfer requests within the EMEA area
Policies and Procedures
Support the Branches, National Organizations, and Internal Controls in the roll out of new policies & procedures; ensure the effectiveness and efficiency of controls in place
Capacity building
Serve as SME and consultant to Branches and National Organizations on financial issues, providing support in areas such as accounting, reporting, cash-flows, systems, policies & procedures, and internal controls.

Requirements:
    5+ years’ experience in international accounting or financial management
    2+ years’ experience in grant management
    Bachelor's degree in Accounting, Finance, Business Administration, Economics, or other similar fields OR a combination of relevant academic qualifications and work experience
    CPA/Chartered accountant qualification
    Advanced knowledge of Sun Systems or equivalent accounting software
    Fluency in English (both written and spoken

Preferred:
    2+ years’ auditing experience

Brief Description.
In partnership with the Centers for Disease Control and Prevention (CDC), ICAP will conduct Population-based HIV Impact Assessments (PHIAs) in specific PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.
Reporting to the PHIA Project Director and the Associate Director of Laboratory Services & Malaria in New York, the Regional Laboratory Advisor, PHIA Project provides support to ICAP PHIA Project country teams including: assisting in the standardization and implementation of a laboratory agenda, strengthening of laboratory networks and quality management systems, and supporting the development and implementation of management plans and QA/QC procedures for laboratory components of ICAP’s multi-country Population–based HIV Impact Assessments (PHIAs).

Major Duties and Accountabilities
    Participates in the development of a comprehensive laboratory strategy and annual work plans for ICAP PHIA projects, studies and programs in supported countries
    Provides technical assistance for the design of the PHIA Toolkit, including leading technical inputs related to all laboratory-related aspects of the standardized tools and operational manuals to be adapted by each focus country
    Lead the review and approval, ensuring consistency and quality, of all laboratory-related aspects of protocols and associated questionnaires once they have been adapted to specific country contexts
    Provides technical support for the development and implementation of management plans and QA/QC procedures for the collection, processing and storage of laboratory specimens for multi-country PHIA
    Design and oversee the implementation of strategies to strengthen and enhance laboratory systems, infrastructure and capacity within each PHIA focus country, including strategies to strengthen testing capacity and specimen repositories in national reference labs
    Represents ICAP regarding laboratory issues with appropriate US government and PHIA focus countries government entities
    Supervise a team of highly skilled laboratory specialists in PHIA project focus countries
    Assists with development and writing of publications, including reports and journal articles

Minimum Education
    Requires a minimum of a Masters’ degree in laboratory sciences or related relevant scientific field
    PhD in laboratory sciences or related scientific field, and a Masters’ degree in public health (MPH) preferred

Minimum Experience, Skills, and Minimum Qualifications
    Minimum eight (8) years of experience in laboratory services and laboratory management
    Demonstrated technical expertise in laboratory management, quality assurance, quality control, biosafety, document development, specimen management, and use of electronic information systems within a laboratory context
    Demonstrated experience serving as a technical resource and in supervisory roles
    Demonstrated experience in laboratory techniques such as: CD4 enumeration, ELISA and HIV rapid testing, HIV incidence assay, PCR-based assays such as HIV RNA and HIV DNA diagnostics, etc.

The Purpose of the Role
This position has multiple purposes:
To support gender coordinators in countries to ensure that Oxfam’s work on women’s rights is effective, cogent and responsive; to mobilize resources for our gender justice program in Southern Africa; to support Oxfam in the region to increase the reach, quality and impact of women’s rights work; and, to expand Oxfam’s profile in the region and contribute to Oxfam’s influence globally, on all our strategic priorities on gender justice including on issues of violence against women and girls. This position is also to ground Oxfam’s work in the wider women’s rights movement in the region, ensuring that we co-ordinate with womens rights and gender justice organisations.

This will be achieved by providing strategic and technical advice to country programs, as well as direction, coherence and coordination to the work of gender coordinators embedded in these programs – and by supporting research, facilitating knowledge-sharing and influencing on issues of strategic interest to Oxfam, including on violence against women and girls.
The Purpose of the Team

The regional team is part of the One Oxfam programme team based in countries and supports the delivery of Oxfam’s strategic priorities in southern Africa and increase our impact through influencing, connecting with the wider movement/ actors in the region, increased knowledge sharing and improved program quality.
 
Main Duties and Responsibilities
    Resource mobilization
    Develops a resource mobilization plan for the Regional Gender Program, building on previous work and relationships, to secure funding for the five year program.
    Meets with donors at regional and country level (with gender justice leads) to generate interest in funding the Regional Gender Program.
    Seeks out and responds to calls for proposals that align with the Regional Gender Program.
    Strategic and Technical Support
    Convenes and engages gender coordinators in country programs, ensuring coherence and coordination and high program quality.
    Assess gender capacity gaps and organise coaching and training to build capacity within country teams, and develop capacity building programs for country teams where needed.
    Connect country programs with technical expertise from across the confederation.
    Provide substantive support to integrating gender into the other Connect thematic areas of work (including economic justice and humanitarian), and provide support to gender mainstreaming of country level work in collaboration with country level gender coordinators.
    Supports the development of key strategy and policy documents at country and regional level, ensuring the integration of gender considerations.
    Facilitates strategic synergies between Oxfam’s gender work and that of the wider women’s rights/ feminist movements in Southern Africa.
    Ensure strong monitoring & evaluation of gender programs at country level.
    Following the completion of the Oxfam Country Strategies, support the development of quality gender programmes, that align with the local context, contributes to the global gender strategy, and meets global programme standards.
    Communications
    Communicates developments around Regional Gender Program, gender work, and program/policy progress to internal and external stakeholders.
    Maintains regular internal communication with gender coordinators in countries and Country Directors about regional level work and priorities.
    Maintains an updated situational analysis on women’s rights in the region, ensuring that programs and policies are responsive to the latest developments.
    Contribute to the production of publications and media content for learning and influencing.
    Communicate to country teams global programme developments and actions and provide an affective link with such actions as well as Oxfam’s Gender Based Violence Knowledge Hub (KH).
    Knowledge-Sharing and Research
    Facilitate knowledge sharing, including documenting and sharing tools and good practice and convening knowledge events.
    Support research initiatives, with significant focus on those led by the and on issues related to VAWG.
    Influencing and Representation
    Support country and regional influencing work, including leading the gender justice component of the Oxfam’s regional SADC/AU influencing strategy and campaigns.
    Engage and build networks with researchers, funders, women’s rights organizations, and activists and other strategic stakeholders and allies.
    Participate actively in the KH teams, as well the regional and one of the global OI gender justice teams.

Qualifications, Skills and Experience

Experience
    Post-graduate degree in a related field (women’s studies, political science, international development).
    A minimum of ten years’ work experience in women’s rights and/ or international development .

Skills
    Strong analytical understanding and demonstrated experience/knowledge in women’s rights and gender equality programs, policy and influencing in southern Africa required; experience/knowledge of the field of violence against women required.
    Demonstrated capacity to mobilize resources for complex, multi-donor programs.
    Excellent policy analysis and research skills a strong asset, including experience with applied or operational research.
    Excellent monitoring and evaluation skills a strong asset, including experience designing monitoring & evaluation frameworks.
    Demonstrated capacity for strong analytical writing and proposal development writing required.
    Demonstrated ability to provide technical support on stand-alone women’s rights programs and gender mainstreaming at a country and regional level.
