Job Overview:
The Clinton Health Access Initiatives (CHAI) is a global health organization committed to strengthening integrated health systems in the developing world and expanding access to care and treatment for HIV/AIDS, malaria, tuberculosis, diarrhea and other diseases. CHAI's solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to life-saving technologies; and helping governments build the capacity required for high-quality care and treatment programs.

About 27,000 Ugandan children die annually from Pneumonia, making it the leading cause of under 5 mortality. Diarrhea is responsible for approximately 10,000 child deaths, approximately 10% of all child mortality. Diarrhea and pneumonia are two of the most solvable public health problems. Safe, effective and affordable drugs to treat those suffering from Diarrhea and pneumonia exist. Low cost antibiotics, such as amoxicillin, can prevent the majority of pneumonia deaths. Oral Rehydration Salts (ORS) and zinc can prevent a majority of diarrhea-related deaths and dramatically improve child health.

In Uganda, a program to scale-up diarrhea and pneumonia treatment is being undertaken by CHAI in partnership with the Ministry of Health. The problem is that these treatments are caught in a market trap: low levels of health providers as well as consumer/caregiver awareness about the appropriate treatment lead to poor demand for these products; this results in an anemic market, which provides no incentive for suppliers to optimize distribution networks, promote the products, or reduce margins; this, in turn, leads to a lack of availability, unaffordable prices, and minimal marketing – completing the vicious cycle and ensuring that access to these lifesaving medicines is repressed. CHAI is striving to break this vicious cycle by addressing both demand and supply-side barriers to access.

Duties And Responsibilities:

The Marketing and Training Officer will be responsible for coordinating the design and implementation of an ambitious, large-scale demand generation campaign to increase utilization of zinc and ORS for the treatment of diarrhea and Amoxicillin for the treatment of pneumonia. This demand generation campaign will be focused on two fronts: (1) a concerted effort to improve the prescription practices of health providers, and (2) a communication campaign to increase awareness and demand amongst consumers/care-givers.

This work involves working with marketing and research agencies to design and test materials, coordinate messaging through multiple channels, and monitor effectiveness over multiple years. The Marketing and Training Officer will work in close collaboration with other members of the team, as well as public and private stakeholders to roll out high-impact trainings, community activations and promotional activities. This role will involve heavy implementation and will require a very “hands-on” approach.

The Coordinator will spend ~15% of his/her time travelling domestically, primarily to regions with limited facilities.

    Coordination and implementation of a large-scale nationwide marketing plan that incorporates various forms of media, social mobilization and interpersonal communication to increase awareness and demand
    Coordination alongside partner organizations of a national effort to train health providers in the proper treatment of diarrhea and pneumonia in children
    Ongoing management and coordination of market research to inform the development of the marketing strategy, potentially including focus groups, surveys and data analysis
    Liaise with creative and media planning agencies and be the interface between the creative team, the team at CHAI and other partners for rolling out an effective campaign
    Monitoring and evaluation of marketing efforts, and generation of regular progress reports
    Foster relationships with other partners implementing marketing plans for ORS & zinc and Amoxicillin to ensure optimal co-ordination of communication messages
    Other activities, as needed

Skills and Qualifications:

Skills Required:
    Bachelor's degree in business, marketing, or a related field
    Minimum of 2 year experience in an advertising or marketing function in the private sector
    Experience developing insight led marketing campaigns
    Exceptional project management skills and attention to detail

PRIMARY DUTIES RESPONSIBILITIES:
The DCOP will support the Chief of Party (COP) in providing technical program leadership in the development, management and support of project activities. In the absence of the COP the DCOP will assume overall responsibility for the project. The DCOP will take the lead in coordinating program development, implementation and reporting, and will work very closely with the Intermediate Results (IR) Leaders overseeing the project’s major components, and other program staff to ensure results and synergy in the development and implementation of the project.

ESSENTIAL FUNCTIONS:
• Supervise IR Team Leads and facilitate achievement of their program objectives and targets with technical backstopping and support.
• Initiate and facilitate regular technical meetings to review program implementation, and identify measures to overcome implementation bottlenecks and enhance quality of deliverables.
• Account to the COP on the delivery of strategic program objectives, with regular reporting on a monthly, quarterly and annual basis.
• Lead documentation and sharing of knowledge and emerging practices from the program internally within IntraHealth and externally with the wider stakeholder audience.
• Ensure daily operations of overall program implementation activities are on schedule and that reports, new plans and budgets are prepared with sufficient lead time to get the necessary approvals.
• Work with the COP to provide technical and administrative support in all aspects of the project and carry out any duties that may be assigned by the COP.
• Oversee and represent the project in the absence of the COP.

MINIMUM REQUIREMENTS:
Master’s degree in International Health, Social Sciences, Health or related discipline and at least 10 years relevant professional experience. Preferred experience with USAID-funded projects. Extensive experience in human resources management, preferably in the public sector with in-depth knowledge of at least one HRH technical area. Significant knowledge and experience of social, cultural, economic and political developments and trends in Uganda.
• Proven ability to direct and manage a team and to work with partners, USAID and headquarters staff
• Demonstrated experience overseeing development of activity budgets, managing activity costs, and monitoring program spending against budget in an accurate and timely manner

Job Purpose::Role Overview:
The role of the Africa Support Accountant is to assist the AFM in supporting the region’s country finance teams to help them achieve their objectives of timely and accurate reporting and the sound financial management of Malaria Consortium’s portfolio of programmes in each country. In addition, the Africa Support Accountant will provide the financial monitoring and support for a number of Malaria Consortium’s multi country projects, which are based in the regional office in Kampala.

The Key Job responsibilities:
Support the AFo finance and management accountant to:

• Prepare and maintain the regional accounts in accordance with Malaria Consortium’s Financial Policies and procedures.
• Prepare regional budgets and forecasts, including the mapping of phasing of the multi-country programmes
• Submit a monthly checklist in line with the monthly reporting timetable.

Support the Country Offices to:

• Prepare financial donor reports in the region and in ensuring submissions to donors are completed on a timely and accurately basis.
• Prepare the annual budget and revised forecasts on an accurate and timely basis,
• Undertake Country visits to help ensure quality is maintained in all aspects of financial management.
• Review the monthly checklists, with reconciliations prepared by each country office and provide summary feedback to the AFM and then CFMs.
• Assist in coordination on the internal audit of local offices.
• Provide a gap fill service for the financial management in country programmes as required due to staff absence from leave or resignation.
• Provide financial accounting support to County Finance Managers and Financial Accountants in the region.
 
Financial Monitoring – Regional Budgets and Multi Country Programmes (MCP). Assist with the:
• Timely and accurate financial monitoring reports for the regional and MCP budgets
• Monthly variance and burn rate analysis on a monthly for Regional and MCP budget holders
• Timely and accurate preparation of MCP external donor financial reporting as required

Additional tasks:

• Financial Systems Development and Strategic Input: working with the team as required.
• Legal, security and risk management: Conduct spot checks, review fixed asset registers, monitoring compliance with policies.
• Provide cover for the existing AFo FMA position as well as some AFM duties as needed.

Qualifications and Experience:

• Qualified accountant in recognised global body e.g. ACA, ACCA, CIMA
• A bachelor’s degree from a recognised university
• Knowledge of NGO donors and their financial reporting requirements
• Minimum of 3 years accountancy experience, with at least a year in a managerial position
• Experience of USAID compliance
