Expected Projects and Skills Learned
Work one-on-one with women to help them understand and create budgets and financial plans to achieve their goals;
Help WomenCraft with various accounting projects that improve the financial management of the organization and that help the organization better tracks its product sales;
Research and propose solutions to help WomenCraft work out solutions to logistical challenges, including raw material procurement and storage;
Carry out basic accounting processes including accounts payable, accounts receivable, payroll, grant accounting, internal auditing and bank reconciliations;
Work closely with Operations Manager to create monthly financial reports and financial workflows;
Build the capacity of local staff members by providing training to help staff effectively manage their projects.

Service Objectives:

Centers for Disease Control and Prevention (CDC) Tanzania includes 5 program branches: Prevention, Clinical Services, Laboratory, Strategic Information and Human and Institutional Capacity Building (HICB). It also includes a Science Office and Fiscal Management and Facilities and Operations Branches. The HICB branch ensures that all the work of the other program branches is performed through the lens of host country capacity building both at the individual/human and institutional/system level. Staff within this program manage cooperative agreements (CoAgs) and/or activities within CoAgs that support health worker capacity through enabling policies and pre-service and in-service training; provide quality improvement support to implementing partners and the government; support the government’s Field Epidemiology and Laboratory Training Program (FELTP); and focus on strengthening government of Tanzania data management and health IT systems. The branch is managed by the branch chief who has two key advisors one of whom focuses on the human (this positions) and the other on institutional capacity building (ICB) portfolio. The advisors provide both technical expertise and mentorship to the Branch Chief on technical and specific management issues; the ultimate goal is for the Branch Chief to develop increasing levels of independence and for these positions to be transitioned to purely technical positions over time. These three positions comprise the branch leadership team. The branch chief is supervised by the Associate Director of Programs. This position is also a member of the CDC Tanzania Senior Staff team. The position also supports the Presidential Emergency Plan for AIDS Relief (PEPFAR) Tanzania portfolio.

The objective of this position is to provide strategic, technical and specific management support to the HICB Branch Chief and team members. The Advisor will collaborate with the branch chief and staff on activities, provide consultation, and provide technical assistance and guidance to partner organizations, Ministry of Health and Social Welfare, and USG in order to improve the human capacity of health and social welfare workers, including public health service providers.

Task Requirements:

Under this task order, the contractor will independently provide all labor, supplies, materials and equipment (exceptions noted below) in support of CDC and PEPFAR in accordance with the Statement of Work in support of CDC by providing the following services:

    Provide high quality technical assistance, advice and support to CDC and PEPFAR Tanzania teams, working in collaboration with the HCB Branch Chief, on all issues impacting human capacity development (HCD) and health system strengthening (HSS).
    Working in collaboration with the ICB technical adviser, provide technical assistance, advice and support to HICB Branch Chief on HCD, HSS and Human Resources for Health (HRH) issues.
    Specifically, provide mentorship and support to the HICB Branch Chief and HICB Branch staff to build their capacity on HCD and HSS activities.

    Specifically, is CDC Tanzania’s lead technical advisor on the HRH

      agenda in Tanzania.

    Specifically, in collaboration with other HICB branch staff, serves as the liaison between assigned prevention partners and HSS/HCD.
    Serves as CDC Tanzania’s secondary point-of-contact for technical issues related to HSS/HCD.
    Under the direction of Branch Chief, provides guidance to HICB Branch staff by providing support to develop staff skills and knowledge; ensure consistent quality of work; and facilitate success whenever possible.
    Assist HICB Branch Chief and staff with HCD program management and coordination activities as needed.
    As the HICB Advisor, s/he will assist the CoAg Management Team with managing one or more CoAgs): As the HICB Advisor, he/she will advise the Branch on programmatic management of all aspects of the agreement and collaborates with CoAg lead on fiscal and CoAg management issues.
    As the HICB Advisor, s/he will provide support to the CoAg Management Team on all technical issues supporting CDC HSS/HCD activities, including quarterly reports, site visit summaries, semi-annual/annual progress reports, expenditure analysis and Country Operational Plans.
    In both PO and AM roles, supports oversight of cooperative agreement partners by providing technical advice and programmatic guidance to ensure activities and investments are aligned with PEPFAR strategic priorities and activities.
    Prepares for, conducts, and actively contributes to facility site visits in Tanzania.
    Provides technical assistance to CDC Tanzania management relating to all aspects surrounding high level visits (including preparing memos, agendas, notes, proposals, presentations, and other relevant documents).

    In consultation and collaboration with PEPFAR Tanzania, host

      country counterparts, and other stakeholders, supports HICB Branch Chief
       in the formulation and implementation of CDC’s and PEPFAR’s HSS/HRH/HCB
       strategy and related activities.

    Contributes to the development of new activities, drafting

      technical materials for Branch Chief review in support of new funding
       opportunity announcements.

    Serves as a member of the CDC Tanzania Senior Staff team, working in close collaboration with the Branch Chief and ICB technical advisor to represent the HICB Branch.
    In consultation with the HICB Branch Chief, provides technical assistance to the CDC Tanzania implementing partners and also to the Government of Tanzania through participating to the national HRH Technical Working Group (TWG).
    Is a key member of the PEPFAR interagency technical teams (particularly HSS ITT and HSS SRU)
    Engages with CDC/OGAC headquarters’ TWGs to provide technical advice on matters pertaining to human and institutional capacity building, policy and strategic planning.

Task Deliverables:

    In collaboration with HICB Branch Chief, provide high level technical assistance to USG partners, the Government of Tanzania, and other collaborators to ensure project objectives move forward and program priorities are met.
    Work collaboratively with HICB Branch Chief, ICB technical advisor and other branch staff on project activities, planning, and program management to move projects forward, including serving as a high level advisor for building capacity within the CDC Tanzania HCD team.
    Provide oral and written reports, as directed, to HICB Branch Chief.
    Assist with editing of all documents for English language proficiency prior to submission for review outside of the HICB branch (e.g. to ADP).
    In PO role, coordinates the critical review and comments of all AMs within 15 days after partner submission of quarterly reports for review by HICB Branch Chief.
    In AM role, critically reviews and provides comments to HICB Branch Chief and then to PO on all activities within 15 days after partner submission of quarterly reports.
    In PO and AM roles, within assigned deadline, reviews and provides technical comments of partner continuation and supplemental application submissions to HICB Branch Chief.
    In PO and AM roles, ensures that CDC Tanzania funded partners prepare and submit required funding, tracking, expenditure, human subjects and other requested materials by assigned deadlines.
    Supports partners to submit written success stories of HSS/HCD activities quarterly; prepares selected items for external dissemination as requested.

Minimum Qualifications and/or Certifications:

    Graduation from an accredited university with a Master’s Degree in Public Health, Epidemiology, Statistics or closely related field of study
    At least three years of experience in an international setting with progressive responsibility in health systems strengthening and human capacity development
    At least three years of experience working with PEPFAR programs (desirable)
    Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups.
    Prior experience working in Tanzania (preferred)

The Scope of work
The Education Manager reports to the CYPD Coordinator based in Kasulu. S/He will manage the day-to-day activities of the education program in Nyarugusu camp and alternative learning programming at the Refugee transit center in Kigoma, working closely with education program national staff. Technical support is provided by the CYPD Coordinator and the Child Protection, Youth & Livelihoods and Education Technical Advisors. S/he will also work closely with the Grants Manager and M&E Coordinator on program funding, donor compliance and M&E.

This role will be responsible for the overall development and implementation of quality education programs, in compliance with donor requirements and current programming strategy. S/he will ensure that the objectives of the program are met in a timely manner and are being monitored and evaluated effectively; ensure that education staff r eceive appropriate mentorship and professional development and that a positive team spirit is fostered encouraging innovative and quality programming. Additionally, the education manager will collaborate with other sectors to ensure that protection and wellbeing of children is consistently mainstreamed across IRC sectors.

Key Job Responsibilities

* Coordinate education activities in the camp and transit center according to the work plan;
* Work with national staff to report activities and outcomes to CYPD Coordinator regularly;
* Support national staff in leading teacher professional development trainings and activities;
* Oversee tutoring program and extracurricular clubs in collaboration with CP and GBV sectors;

Help groups manage their revolving loans. Train artisan groups who are receiving loans through WomenCraft’s revolving loan fund on business practices. Work closely with members and leaders to ensure their new income generating projects are well-planned and that groups will be able to repay the loans and make a profit. Conduct training in such a way that future trainings can be easily replicated.

Assist with Staff Development. Work closely with and train WomenCraft’s staff on areas under this job description. Be prepared to share your skills and abilities with staff, such as conducting trainings on computers, entrepreneurship, and other relevant areas.

Primary Responsibilities:

The Constitution of Kenya ( 2010), provides a very progressive human rights and gender gains both on a broad spectrum and specifically on land reforms Chapter Five on Land and Environment. Article 60 (f) envisages the elimination of gender discrimination in law, customs and practices related to land and property ownership. However, gender and youth rights in access and control of land resources still remain a challenge to sustainable development in ASALs. Women are often the primary users of land for residential and agricultural purposes, but are frequently denied primary and ownership rights to land and other natural resources because of cultural norms. Women are also often excluded from effective participation in the provision of land administration services. In Kenya, women account for just 5 percent of registered land holders nationally and yet they contribute over 80 percent of the agricultural labor force, 64 percent of subsistence farmers, and produce approximately 60 percent of farm-derived income. Culture and traditions continue to support male inheritance of family land and lack of review/formulation of gender sensitive family laws seems to reinforce the status quo.

Women play a central role in agro-pastoral systems as land and natural resource managers, income generators and service providers. Pastoral women are not only ‘‘primary’’ users of land, but are also major ‘‘secondary’’ users, collecting rangeland products such as firewood, grasses, fodder, wild fruits, medicinal plants, gums and resins. In spite of this, pastoralist societies are patriarchal and men own all livestock and land resources. While pastoral women’s property rights have been afforded a certain degree of protection by customary institutions, the sustainability of such protection is likely to be lost as a result of weakening traditional institutions and new developments in land reforms.

The Government of Kenya is in the process of reforming its land tenure policy and institutional framework. The land reforms seek to harmonize the multiple and often overlapping legal frameworks on tenure of land and natural resources. FAO has secured funding from EU to support the government’s efforts to secure and improve equitable access to land and natural resources for food security and socio-economic development of agro-pastoral communities in the ASALs of Kenya. Under this project, a study will be undertaken using the gender analysis toolkit to assess the land and access rights of women, youths and other vulnerable groups in line with the constitution, the national land policy and the Voluntary Guidelines on land governance.

The Study objectives
The main objective of the study is to assess the land and access rights of women, youth and other vulnerable groups in communal land in Turkana and Tana River counties. The following are the specific objectives:

    To assess which local rules, institutions and players are involved in customary and informal land administration and their contribution to women’s and youth’s access to land (or lack of it).
    To assess whether principles of gender equity are broadly embraced, accepted, and promoted at the institutional and community level
    To identify barriers and opportunities for gender equity in communal land administration.
    To propose strategies for promoting women’s and youth’s access and control over land in Turkana and Tana River county.

The Scope of work
The study will be undertaken using the gender analysis toolkit. It will conducted in a participatory manner where stakeholders including (women, men, young women and young men in Turkana and Tana River) shall be involved and observations and recommendations coming forward will be of the report.

The methodology will ensure examination of local institutions including social ones and reference relevant national legal frameworks and policies. The consultant will undertake the following activities in consultation with NRM and Gender units.

· literature review of relevant documents
· Focus group interviews among women and men in Turkana and Tana River counties
· Interviews with key informants that include government officers in those counties
· Circulation of draft report to NRM and gender units for feedback
· Dissemination of findings to a stakeholders/validation workshop
· Submission of final report.

Key Deliverables

· Submit a detailed Report on the assessment process, results, findings and recommendations including a strong and comprehensive Executive Summary of the entire exercise
· PowerPoint presentation of the key findings that shall be disseminated to stakeholders in a workshop.
· Final report and recommendations for way forward.

Minimum requirements:

· The consultant should have advance university degree in Land Economics, gender, development studies, social science, or other relevant disciplines, with specialized focus on gender mainstreaming etc.
· The consultant should have 5- 7 years or more work experience and familiarity with gender equality programming in the UN, gender and land especially communal land.
· Experience in use of gender analysis toolkit, and familiarity with key concepts and application of gender mainstreaming guidelines as well as awareness of national legal frameworks on land.

Position Summary

SOS Children’s Villages Kenya is seeking a National ICT4D Coordinator on a One year contract with the overall objective of strengthening the effective use of information technologies in programme development areas, with main focus on Education.

The ICT4D Coordinator will be responsible of the design, coordination, implementation support and Monitoring and Evaluation of the ICT for Development (ICT4D) projects in the different locations where SOS Kenya has its programmes, in coordination with ICT and technical programme staff in each programme unit.

Duties & Responsibilities


Essential Duties and Responsibilities include the following:

    Lead SOS Kenya in the incorporation of ICT within the various programmes to enhance quality of care, education, health and community empowerment;
    Responsible of the formulation of ICT4D projects to ensure the correct conjunction between the programme and technology perspective;
    Implement Project Management mechanisms and tools to ensure programme schedule and objectives are met;
    In charge of the reporting of ICT4D project activities and oversees implementation, budgeting monitoring and evaluation;
    Screens and analyze the emerging ICT4D funding opportunities in Kenya;
    Accountable for developing and maintaining effective partnerships with in-country technology and media organizations;
    Act as main counterpart for donors on National ICT4D projects, as well as with the partners and other stakeholders;
    Participate actively and contribute in various ICT4D internal networks and external forums and promote knowledge sharing from them.
    Work closely with various stakeholders, in the National and Regional Offices, from ICT, Programme and Finance departments on project planning, solution design, budgeting and monitoring.

Profile & competences

    Degree on Social Science or Development area, with knowledge on Computer Science integrated in programme development. Or Degree in Computer Science with a practical experience on implementation of technology in programme areas.
    1-3 Years of demonstrable expertise and vision on ICT4D area and on the use of ICT for development purposes.
    Project management experience including project planning, budgeting, monitoring and reporting.
    Ability to establish strong working relationships with local and international donors, and other stakeholders.
    Ability to professionally communicate and provide writing reporting in English to meet donors’ requirements.
    Ability to do International Travels within the region and outside Africa.
    Ability to virtually work in a multicultural environment and to handle change.
    Proactive and Punctual is a must

General objectives of the role
  • To co-ordinate and supervise logistics activities at mission level and provide effective support to programs. Coordination with programs will be given special emphasis.

  • Continuously Analyse logistics needs & expenditures. This will involve forecasting financial needs for the running of our programs operations, providing monthly fund forecast, optimising equipment use.

  • To propose and develop updates to the security plans and security procedures when needed.

Detailed Roles and Responsibilities:
The Logistics Coordinator is responsible for implementing a sound and relevant management and delegation system (with appropriate control mechanisms in place), which will allow him / her to be accountable for all the following key responsibilities:

Objective 1: Organisation, coordination & performance monitoring of logistics at national level
Activities:
  • Elaboration, implementation and monitoring of the Logistics Country strategy & annual plan of action;
  • Ensure optimal functioning of Logistics department and compliance with logistic procedures as defined in the kitlog V3 in all sectors of activities including, but not limited to, supply chain management, movements of peoples and goods, equipment and fleet management, IT, construction and premises management with special emphasis on proper archiving;
  • Specification and forecast of the needed logistics means through:
  • Elaboration of the logistics financial plan and contribution to the mission funding plan
  • Control of the monthly expenditures forecast of the bases and review of budget follow up
  • Planning & management of logistic budget lines including fleet planning & equipment plan
  • In collaboration with technical staff, elaboration of the logistics implication in the proposals:
  • Assessment of logistic needs
  • Evaluation of the costs and feasibility for the supplies
  • Draft of the procurement planning & logistics budget
  • Study of any donors specific rules
  • Preparation of necessary derogations
  • Involvement in donor report.
Objective 2: Equipment management
Activities:
  • Definition of the equipment needs of the mission and appropriate forecast of the funding
  • Supervision of the use and maintenance of the equipment present on the bases

Objective 3: Human Resources
Activities:
  • Coordination, training, support of the logistics staff for the bases and direct supervision for the capital;
  • Forecast of the HR logistics needs in collaboration with other coordinators and collaborate with the Finance department for staff financial plan;
  • Ensure sound management at all level with clear levels of authority and responsibility well defined in up to date job descriptions and organizational chart;
  • Proactively promote performance management by ensuring that clear objectives are set by all managers, and that objectives & performance is regularly, objectively reviewed through constructive feedback, mid-term and final formal appraisals;
  • Contribute to the building and implementation of the Mission training plan according to Logistics needs defined through direct observation, appraisal review and Mission Country strategy.
Objective 4: Management of the security (as delegated by and under direct supervision of the CD)
Activities:
  • Collect information at mission level and with various external stakeholders, conduct formal security assessments and audit in all field locations to generate in collaboration with the Country Director regular and comprehensive updates of the mission security analysis;
  • Propose revision of the national and local security Plans and annexes in collaboration with field teams in a participatory approach each time needed according to the follow up tool or context changes (validation by CD);
  • Build capacity of security and safety managers in the mission to ensure they have appropriate skills, attitude and knowledge to fulfil their responsibilities through internal and or external training, continuous monitoring and sensitization;
  • Contribute to the building of a security culture in the mission;
  • Ensure all mission staffs are formally briefed about ACF rules and regulations regarding security and ensure all operating procedures regarding security and safety are in place on the mission;
  • Support in crisis and incident management under the supervision of the Country Director.
Objective 5: Reporting and analysis
Activities:
  • Review, analyze and share with Country Director, Head of Departments and HQ logistics advisor the compiled & consolidated Mission Logistics Report including all annexes as defined in collaboration with Country Director and HQ logistics advisor;
  • Prepare and share with Country Director and Finance Head of Department all pre-final & final donors reports needed according to donor’s guidelines;
  • Prepare annual security and Logistics reports as requested by HQ.
Objective 6: Representation
Activities:
  • Representation of ACF for in-kind donations aspects to the donor agencies as delegated by the Country Director;
  • ACF representation in existing forums regarding Security or Logistics at national level.

QUALIFICATIONS

SKILLS & EXPERIENCE
ESSENTIAL
  • Previous INGO experience in staff management, Logistics, finance and project follow up
  • Experience of security and risk management within a volatile context
  • Results driven and demonstrable ability to set and communicate goals and ensure effective and appropriate decision making and problem solving
  • Good team player, able to organize, train and motivate a multicultural team
