Service Objectives:
Centers for Disease Control and Prevention (CDC) Tanzania includes 5 program branches: Prevention, Clinical Services, Laboratory, Strategic Information and Human and Institutional Capacity Building (HICB). It also includes a Science Office and Fiscal Management and Facilities and Operations Branches. The HICB branch ensures that all the work of the other program branches is performed through the lens of host country capacity building both at the individual/human and institutional/system level. Staff within this program manage cooperative agreements (CoAgs) and/or activities within CoAgs that support health worker capacity through enabling policies and pre-service and in-service training; provide quality improvement support to implementing partners and the government; support the government’s Field Epidemiology and Laboratory Training Program (FELTP); and focus on strengthening government of Tanzania data management and health IT systems. The branch is managed by the branch chief who has two key advisors one of whom focuses on the human (this positions) and the other on institutional capacity building (ICB) portfolio. The advisors provide both technical expertise and mentorship to the Branch Chief on technical and specific management issues; the ultimate goal is for the Branch Chief to develop increasing levels of independence and for these positions to be transitioned to purely technical positions over time. These three positions comprise the branch leadership team. The branch chief is supervised by the Associate Director of Programs. This position is also a member of the CDC Tanzania Senior Staff team. The position also supports the Presidential Emergency Plan for AIDS Relief (PEPFAR) Tanzania portfolio.
The objective of this position is to provide strategic, technical and specific management support to the HICB Branch Chief and team members. The Advisor will collaborate with the branch chief and staff on activities, provide consultation, and provide technical assistance and guidance to partner organizations, Ministry of Health and Social Welfare, and USG in order to improve the human capacity of health and social welfare workers, including public health service providers.
Task Requirements:
Under this task order, the contractor will independently provide all labor, supplies, materials and equipment (exceptions noted below) in support of CDC and PEPFAR in accordance with the Statement of Work in support of CDC by providing the following services:
Provide high quality technical assistance, advice and support to CDC and PEPFAR Tanzania teams, working in collaboration with the HCB Branch Chief, on all issues impacting human capacity development (HCD) and health system strengthening (HSS).
Working in collaboration with the ICB technical adviser, provide technical assistance, advice and support to HICB Branch Chief on HCD, HSS and Human Resources for Health (HRH) issues.
Specifically, provide mentorship and support to the HICB Branch Chief and HICB Branch staff to build their capacity on HCD and HSS activities.
Specifically, is CDC Tanzania’s lead technical advisor on the HRH
agenda in Tanzania.
Specifically, in collaboration with other HICB branch staff, serves as the liaison between assigned prevention partners and HSS/HCD.
Serves as CDC Tanzania’s secondary point-of-contact for technical issues related to HSS/HCD.
Under the direction of Branch Chief, provides guidance to HICB Branch staff by providing support to develop staff skills and knowledge; ensure consistent quality of work; and facilitate success whenever possible.
Assist HICB Branch Chief and staff with HCD program management and coordination activities as needed.
As the HICB Advisor, s/he will assist the CoAg Management Team with managing one or more CoAgs): As the HICB Advisor, he/she will advise the Branch on programmatic management of all aspects of the agreement and collaborates with CoAg lead on fiscal and CoAg management issues.
As the HICB Advisor, s/he will provide support to the CoAg Management Team on all technical issues supporting CDC HSS/HCD activities, including quarterly reports, site visit summaries, semi-annual/annual progress reports, expenditure analysis and Country Operational Plans.
In both PO and AM roles, supports oversight of cooperative agreement partners by providing technical advice and programmatic guidance to ensure activities and investments are aligned with PEPFAR strategic priorities and activities.
Prepares for, conducts, and actively contributes to facility site visits in Tanzania.
Provides technical assistance to CDC Tanzania management relating to all aspects surrounding high level visits (including preparing memos, agendas, notes, proposals, presentations, and other relevant documents).
In consultation and collaboration with PEPFAR Tanzania, host
country counterparts, and other stakeholders, supports HICB Branch Chief
in the formulation and implementation of CDC’s and PEPFAR’s HSS/HRH/HCB
strategy and related activities.
Contributes to the development of new activities, drafting
technical materials for Branch Chief review in support of new funding
opportunity announcements.
Serves as a member of the CDC Tanzania Senior Staff team, working in close collaboration with the Branch Chief and ICB technical advisor to represent the HICB Branch.
In consultation with the HICB Branch Chief, provides technical assistance to the CDC Tanzania implementing partners and also to the Government of Tanzania through participating to the national HRH Technical Working Group (TWG).
Is a key member of the PEPFAR interagency technical teams (particularly HSS ITT and HSS SRU)
Engages with CDC/OGAC headquarters’ TWGs to provide technical advice on matters pertaining to human and institutional capacity building, policy and strategic planning.
Task Deliverables:
In collaboration with HICB Branch Chief, provide high level technical assistance to USG partners, the Government of Tanzania, and other collaborators to ensure project objectives move forward and program priorities are met.
Work collaboratively with HICB Branch Chief, ICB technical advisor and other branch staff on project activities, planning, and program management to move projects forward, including serving as a high level advisor for building capacity within the CDC Tanzania HCD team.
Provide oral and written reports, as directed, to HICB Branch Chief.
Assist with editing of all documents for English language proficiency prior to submission for review outside of the HICB branch (e.g. to ADP).
In PO role, coordinates the critical review and comments of all AMs within 15 days after partner submission of quarterly reports for review by HICB Branch Chief.
In AM role, critically reviews and provides comments to HICB Branch Chief and then to PO on all activities within 15 days after partner submission of quarterly reports.
In PO and AM roles, within assigned deadline, reviews and provides technical comments of partner continuation and supplemental application submissions to HICB Branch Chief.
In PO and AM roles, ensures that CDC Tanzania funded partners prepare and submit required funding, tracking, expenditure, human subjects and other requested materials by assigned deadlines.
Supports partners to submit written success stories of HSS/HCD activities quarterly; prepares selected items for external dissemination as requested.
Minimum Qualifications and/or Certifications:
Graduation from an accredited university with a Master’s Degree in Public Health, Epidemiology, Statistics or closely related field of study
At least three years of experience in an international setting with progressive responsibility in health systems strengthening and human capacity development
At least three years of experience working with PEPFAR programs (desirable)
Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups.
Prior experience working in Tanzania (preferred)
Excellent time and project management skills
Level IV English proficiency required
Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups.
Level I Kiswahili proficiency (preferred)
Willingness and ability to work full-time and to be located in Tanzania strongly preferred
