PRIMARY JOB RESPONSIBILITIES
The Recruiter provides support and coordination for IntraHealth’s domestic and international talent acquisition activities. These areas include recruitment for the US and business development staffing and additional recruitment related projects. This position reports to the Senior Manager, Recruiting Services.
ESSENTIAL FUNCTIONS OF THE JOB
• Manage the full-life cycle hiring process via online application system (Ultipro) for all US paid positions including expatriate and third country nationals based outside the US. Regular activities include advertising positions, screening applications, coordinating interviews, checking references and negotiating salaries. Ensure compliance to all appropriate IntraHealth policies and procedures as well as federal and state laws, including regulations concerning EEO, AAP and OFCCP.
• Consult with division and department leaders to determine staffing needs and options to fill those needs. Provide solutions that meet hiring manager and organizational priorities.
• Using ATS and contact management systems, establish and maintain a pipeline of appropriately skilled job candidates to facilitate candidate sourcing on demand. Recruiting needs will be operationally as well as strategically driven. This will include working within HR to establish and manage skill profiles based on projected business development, succession plans, promotions, etc.
• Provide secondary support to implement recruitment strategies for specific RFA/RFPs or other program development initiatives in coordination with Human Resources, Program Development and Programs teams. Based on individual staffing plans, ensure that key personnel and other established positions are filled and that staffing documents (CVs, biodatas, and proof of compensation) are accurate and are submitted to Program Development unit for proposals. Act as point of contact for proposed personnel after proposal submission.
• Advise and guide hiring managers of temporary staffing options; liaise with outside agencies to support temporary needs, following appropriate procurement policies.
• Consult and advise management and HR team members on candidates who require company sponsorship in order to work in the United States; support labor certification process for employer sponsored permanent residency applications.
• Support department leaders and HR to create, update, maintain and disseminate online library of job descriptions with appropriate salary and band structure.
• Act as HR point-of-contact for the UNC-IntraHealth Fellows Program; lead discussions regarding additional intern opportunities and facilitate the hiring process.
• Special projects including systematic HRIS/ATS enhancements, quality improvements and training, documenting processes/SOPs, and initiating/leading a preferred vendor process for temporary contractors.
Key Job Requirements:
Bachelor’s degree and a minimum of 4 years of progressive work experience in the areas of talent acquisition/recruitment/staffing; or equivalent combination of education and experience. A minimum of 2 years of experience administering HRIS/ATS systems including creating/managing requisitions and employee data, and demonstrated understanding of required compliance with EEO, AAP and OFCCP requirements. Experience training hiring managers in HRIS/ATS system a plus. A minimum of 5 years experience working with MS Office, with strong skills in Word, Excel, and PowerPoint.
Required Work experience:
Administering other human resources functions, such as compensation or performance, as well as a passion for customer care is strongly preferred. A proven global HR perspective is required, including experience working and communicating effectively with all levels of employees from a variety of global cultures. This includes the ability to consistently demonstrate professional, positive, and approachable attitude/demeanor, and discretion and sensitivity in handling confidential information.
• Proven experience demonstrating the ability to act independently on assigned tasks and to exercise good judgement and flexibility with shifting priorities while serving the needs of employees and organization.
• Excellent oral and written communication skills in English. Fluency in an additional language (French/Spanish) a plus.
• Ability to travel up to 10%.
