Job Introduction
Saferworld is seeking applications from parties interested to carry out the final evaluation of its project, Strengthening the participation of Somali Non-State Actors in decision-making on peace, security and development (phase 2): Towards sustainability.This programme supports three Non-State Actor Platforms in Somaliland, Puntland and South Central Somalia to engage in policy dialogue and has recently completed the first y ear of the current phase.

The evaluator will be required to draw on a range of internal project documentation, previous external evaluations and interviews with stakeholders in Nairobi and Somalia/land to produce a final report, presented separately for each programme, within a period of one month. In addition, this evaluation will also act as the baseline for the new phase of EC support to the programme which will require some additional information to be gathered.

Evaluation purpose and objectives
The purpose of the evaluation is to identify progress towards planned results over the last year of implementation with a view to informing the final year of implementation. There are three specific objectives for the evaluation:

· To assess the impact, effectiveness, sustainability and efficiency of the project over a three year period;
· To recommend how any improvements can be integrated into the new phase of EC support (April 2014-March 2015).
· To provide baseline information for the new phase of EC support – April 2014-April 2015

Scope:
The final evaluation for the EC programme will cover the overall grant period from April 2012 to April 2014.

The study should address the objectives and (draft) research questions highlighted above and give due consideration to the operating environment, political economy and conflict dynamics in Somalia/land and their probable impact on the project. It should build on insights from past evaluations and reviews made available by Saferworld but also reflect on lessons drawn from similar initiatives in other countries.

Methods:
The evaluation will include an initial desk review of key programme documents. Interviews will be conducted with Saferworld staff, project partners, donors and international and Somali policymakers in Nairobi and Somalia/land.

Duration: The evaluation is expected to commence the week of the 5th May April 2014, and be completed no later than 30th May, following the tentative schedule below:

Qualifications and experience
The successful applicant will have the following qualifications and experience:

Essential
· Master’s degree in a relevant subject such as development studies, peace and conflict studies or international relations
· Experience of civil society, policy advocacy, democratisation, peace & conflict or governance-related work
· Proven, extensive expertise of evaluating complex projects
· Strong English language skills

Desirable
· Knowledge of conflict issues in the Horn of Africa and ideally Somalia
